MoU on the use of verify.gov.kh, the preparation of the digital technology system, infrastructure, and the Internet Connection between the Ministry of Land Management, Urban Planning, and Construction and the Ministry of Post and Telecommunications

1st December 2023, at the headquarters of the Ministry of Land Management, Urban Planning, and Construction, H.E. Say Samal, Deputy Prime Minister and Minister of Land Management, Urban Planning, and Construction and H.E. Chea Vandeth, the Minister of the Ministry of Post and Telecommunication presided over the MoU signing ceremony the cooperation on the use of the verify.gov.kh, the development of the digital technology system, infrastructure and the Internet connection.

This MoU has 4 main objectives which are (1) to establish the use of the verify.gov.kh to authenticate the documents issued by MLMUPC using the standard QR codes, (2) development of the digital technology tools for MLMUPC use, (3) development of infrastructure and internet connectivity for the MLMUPC, and (4) the cooperation of the development of the digital platforms to assist MLMUPC. All of these objectives are the priorities to accelerate the digital government transformation in accordance with the Cambodia Digital Government Policy 2022-2035 and Pentagon V of the Pentagonal Strategy Phase I. This cooperation on the use of verify.gov.kh on MLMUPC-issued document shows a new step toward the development of a digital government by the Cambodia government and guarantees the better public service provision for the citizens.

Taking this opportunity, H.E. Say Samal and H.E Chea Vandeth also announced the official launching of the cmhl.gov.kh which is the digital national map, created under the initiative of H.E. Say Samal with the technical support from MPTC. cmhl.gov.kh would allow all ministries and institutions to use and import important information related to geography and other information related to each ministry’s sector. All the information in the digital map would be used to analyze and study the implementation plans for developing the economy and society, and can be used to solve related problems. For example, in the telecommunication sector, MPTC could input the information about the base stations into the platform so that the exact number of base stations in each district or province and the locations of the base station as well are made available.

The technical teams of both ministries are cooperating to insert the standard QR code into the Land Certifications that could authenticate the important information on the certificate by using the verify.gov.kh and identify the property location on cmhl.gov.kh.

MLMUPC and MPTC believe that the cmhl.gov.kh platform would help the public and businesses to get information related to GIS and relevant information related to various fields with ease and reliability. This will allow all ministries and institutions to easily manage all information that related to their sectors.

Verify.gov.kh is the government’s platform developed by MPTC and aimed at eliminating fraud documents, making it convenient to verify the authenticity of the documents. The platform serves as a reliable source to verify the documents, saving time and reducing costs, as well as promote digital transformation in accordance with the international practice. Verify.gov.kh platform is created by using the standard QR code using the Blockchain technology that is highly secure on each document. The use of QR code in the document does not require the legalization of the printed documents.
